I like night time long exposures. They offer a way of seeing the world which differs from normal human perception.
In this case, clarity and sharpness is good and it's accompanied by nicely saturated colors. The perspective isn't that bad, although the composition could have been improved upon if the photographer had a clearer idea of what he/she wanted to do. The flag pole in the foreground is disturbing and should've been relocated to take into account of the rule of thirds.
The yellow concrete wall in the foreground is disturbing and should've been cropped out.
There's an (presumably unintentional) perspective distortion that makes the buildings seem to be leaning. Probably due to the camera being tilted slightly upwards. This too should've been fixed.
Apart from that I enjoy the image. Las Vegas is obviously a city that lends itself to this type of photography and I hope the artist will continue capturing it from other perspectives.
